Purchasing Buyer

Position Purpose:

Under supervision of the Purchasing Manager, procures goods and services. This position determines and obtains the best price commensurate with quality and performance.

Serves as contract negotiator for network-wide customers. Negotiates supply, equipment, and service contracts. Performs purchasing for customers within the network, always acting in the position of liaison between the vendor/manufacturer and Renown Health staff.

Nature and Scope:

This position is challenged to meet the needs of customers while ensuring that the Purchasing and finance procedures remain within established policy. Determines and obtains the best price commensurate with quality, production and delivery. Performs product research, vendor sourcing, and determines appropriate methods of procurement or contracting to fit the needs of the customer/user.

This position is responsible to ensure product is delivered in an acceptable time and to follow up on open purchase orders. This position has the authority to select vendor sources, solicit offers, evaluate offers, negotiate pricing and prioritize own workload.

KNOWLEDGES, SKILLS & ABILITIES:

• Knowledge of Uniform Commercial Code.
• Knowledge of Contract Law.
• Knowledge of financial and accounting concepts and terms.
• Ability to prepare statistical reports.
• Excellent oral and written communication skills.
• Ability to use calculator, computer keyboard and other office equipment.
• This position uses several automated Materials Management Information Systems (MMIS) extensively.

Minimum Qualifications:  Requirements - Required and/or Preferred

Education:

Must have working-level knowledge of the English language, including reading, writing and speaking English. Bachelor's degree preferred. Also preferred are good math skills, an understanding of basic computer use, and the ability to communicate well in both written and oral form.

Experience:

Minimum two years experience in Purchasing is required. Two (2) additional years prior experience in Healthcare purchasing may be considered in place of a Bachelor's degree. Preference will be given to applicants with experience in a Healthcare setting, knowledge of medical products, and/or project planning experience.
